The Benefits Administrator is responsible for the planning, directing, and for the day-to-day operational management of CREC’s benefits programs. As a strategic partner, this position provides leadership in the development and enhancement of innovative benefits programs that advance the business goals and objectives of CREC. The successful candidate will demonstrate working knowledge of regulatory issues and industry trends in order to evaluate the impact of changes to our benefits programs (health insurance, dental, vision, short-term and long-term disability, life insurance, flexible spending plan, retirement plans, tuition reimbursement, etc.).
Research, manage and monitor new benefits and wellness programs in order to improve existing programs, including plan designs and benefits cost changes in support of CREC’s commitment to equity and inclusion in the workplace
Negotiate employee benefits plans and vet vendors to secure best options and rates
Analyze complex benefits information including the usage, services, coverage, effectiveness, cost, plan experience and competitive trends in benefits programs
Assist with future benefits designs and develop specific recommendations for review by management
Supervise and coordinate daily benefits processing
Provide analyses and data in support of strategic planning activities and internal and external information requests
Serve as primary contact for plan vendors and third-party administrators
Coordinate transfer of data to external contacts for services, premiums and plan administration
Evaluate and revise internal processes/operations to reduce costs and increase efficiency
Document and maintain administrative benefits processes and workflow
Ensure accurate and timely compliance with applicable government regulations and required reporting and fees
Oversee maintenance of employee benefits files, maintain group benefits database and coordinate with Payroll to update employee records
Provide customer service support to internal and external customers; develop communication tools to enhance understanding of CREC’s benefits package
Manage the design and distribution of materials for benefits orientations, open enrollment and summary plan descriptions
Lead, supervise, train and support the Benefits Team
Coordinate and present information on a variety of topics to multiple audiences; may include presentations to senior management at CREC and/or external agencies
Ensure programs, policies, and procedures support and enhance the goal of achieving a diverse workforce
Handle enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, distributions, loans, hardships and compliance testing
Complete benefits surveys and review information obtained from the results
Represent Human Resources in cross-divisional committees
Perform plan audits. Prepare, collect and organize data for actuarial assessments
May participate and assist in bargaining negotiations

Knowledge, Skills and Abilities
Knowledge of benefits issues and management trends
Skilled in effective team management/leadership practices
Ability to evaluate the impact of policy and procedural changes and adjust accordingly
Knowledge of management principles to ensure optimal performance
Ability to ensure appropriate skills are developed and maintained and to realign staff responsibilities in order to meet organizational needs
Ability to demonstrate a high level of diplomacy in influencing a wide variety of people at various levels to achieve results
Ability to implement quality improvement practices, processes, procedures, or policies that have a strategic impact on CREC operations
Ability to work effectively and manage multiple priorities in a fast-paced environment
Strong analytical skills and a thorough knowledge of plan designs
Knowledge of pertinent federal and state regulations, filing and compliance requirements affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers’ compensation, Medicare, Social Security and DOL requirements
Excellent communication and presentation skills
Ability to evaluate and enhance current practices and efforts to ensure optimal support of diversity
Strong organizational and time management skills and meticulous attention
Bachelor’s degree in human resource management or related field required, and
Seven years of related employee benefits administration experience, and a minimum of four years of successful supervisory experience required; or an equivalent combination of education and relevant managerial experience
Proficiency in Google Drive and Microsoft Office Suite; experience with HRIS and benefits databases required
SHRM Certification preferred
