TITLE: Benefits and Human Resources Specialist
REPORTS TO: Executive Director of Talent & Human Resources or Designee
SUPERVISES: N/A
TERMS OF EMPLOYMENT: 12-Month work year; salary and fringe benefits as determined by the Board of Education
PRIMARY FUNCTION: To provide benefits and HR support to the district by coordinating and administering employee insurance plans, pension, and related employee benefit initiatives/programs.
TYPICAL DUTIES AND RESPONSIBILITIES:
This description of the position of is for identification and administrative purposes only. It is not intended to be a complete statement of all duties, which may be assigned or adjusted by the Superintendent of Schools according to varying needs.
Manage accurate documentation related to all benefit programs, including health insurance, dental insurance, life insurance, pension programs, and all other contractual benefits
Ensure new employees are established with appropriate benefits in accordance with contractual language, NLPS policies and State and Federal guidelines
Meet with new and prospective employees to explain benefits available to them
Manage the accurate processing of benefit enrollments and demographic changes
Conduct informational retirement and benefit sessions
Create annual 1095C tax forms
Prepare annual OSHA report
Administer ADA requests
Recommend and assist with establishing/updating benefit programs to provide cost-saving measures or other efficiencies
Resolve benefit questions and concerns from employees and retirees
Work with agents and providers to assist employees to resolve problems with coverage and claims
Administer COBRA notifications
Regularly communicate benefit changes to staff
Oversees the benefits and billing for employees on extended leaves of absence
Monitors and communicates with employees on leave of absence including, but not limited to, childbearing, child rearing, FMLA, and workers’ compensation leaves
Ensure that any suspended benefits are appropriately re-established upon the employee’s return to work with NLPS
Corresponds annually with employees to review and update employees’ level of benefits to ensure accuracy
Correspond as required to inform employees of federal and state regulations and guidelines
Oversee and develop EAP and Employee Wellness initiatives in collaboration with other department personnel
Manage the district’s Worker’s Compensation and unemployment processes
Create, compile, and produces metric reports on a monthly or quarterly basis or as requested
Other duties as determined by the Executive Director of Human Resources or Designee
REQUIRED QUALIFICATIONS:Associate’s Degree in Human Resource, Business, or related area
Experience handling insurance and other employee benefits
Excellent oral and written communication skills
Excellent organizational skills
PREFERRED QUALIFICATIONS:Bilingual (English and Spanish)
Bachelor’s Degree in Human Resource, Business, or related area
Proficiency in financial accounting programs and software
Knowledge of and ability to interpret federal and state health insurance regulations, provider rules and regulations, and contractual obligations
Knowledge of and ability to interpret federal, state, and municipal regulations pertaining to employee pension plans and other applicable benefits
Proficiency in Microsoft Office Suite
PERFOMANCE EVALUATION: Annually by the Executive Director of Human Resources
SALARY: $55,700-$67,700
