TITLE: Human Resources Manager
REPORTS TO: Executive Director of Talent & Human Resources
SUPERVISES: Human Resources Specialists, and others as assigned
TERMS OF EMPLOYMENT: 12-month unaffiliated position. Other terms are set by the Board of Education in accordance with the New London Public Schools Unaffiliated Staff Manual.
The Human Resources Manager oversees the day-to-day operations of the Talent & Human Resources Office. This position is responsible for the administrative functions of the department including making decisions to ensure efficiencies in all areas of human capital management and labor relations.
TYPICAL DUTIES AND RESPONSIBILITIES:
Manages all day-to-day operations of the Human Resources Department under the direction of the Executive Director.
Manages tenure process.
Works regularly with union leaders and other district department heads to address employment and labor matters.
Develops reports for the department including staff changes, and government reports among others.
Manages the operations of the HR department in accordance with board policy, legal, state and federal guidelines.
Handles employee concerns/requests and other aspects of human capital management.
Handles Freedom of Information (FOI) requests for the department in accordance with law.
Manages employee information collection and systems.
May be required to attend unemployment fact finding hearings, collective bargaining negotiations, policy committee meetings and other meetings to support the department and the needs of the district.
Provides support to recruitment as needed.
Manages the maintenance of personnel files and overall organization of the department.
Serves on the Employee Recognition Committee.
Prepares financial reports on expenditures, accruals, and balances and manages the annual budget for the department.
Oversees all appropriate paperwork on retired teachers/administrators.
Serve as liaison to Kelly Education Services and other temporary staff agencies.
Assist with management of hybrid substitutes, to include secretaries.
Support the training and development of Support Staff.
Serve as an “ambassador” of the district as a representative of its Talent and Human Resources Department in all aspects of the work.
Leads, co-leads, or serves as a member of multiple district committees that may include, for example, recruitment, evaluation and professional growth, and community engagement.
Maintain a high level of confidentiality.
Performs other related tasks as assigned by the ED.
QUALIFICATIONS: Bachelor’s degree in Human Resources or a related field or five years of professional Human Resources experience
Minimum of three (3) years of experience in human resources, operations, or finance
Minimum of three (3) years of experience in management/leadership
Strong familiarity with, and ability to work through, social media and professional online networks
High proficiency in computerized database management, word processing and electronic spreadsheets
PREFERRED QUALIFICATIONS: Multilingual, Spanish preferred
Previous work experience with an educational organization
Experience in working with labor unions to address labor related matters, grievances, negotiations
Ability to establish and maintain high standards of behavior
Ability to establish and maintain effective working relationships
Demonstrated skill as a collaborator who seeks to engage, inform, and inspire others
Understanding of current best practices in HR strategies
Excellent communication, interpersonal, and organizational skills
PERFORMANCE EVALUATION: Annually by the Executive Director of Talent & Human Resources
ANTICIPATED SALARY: Between $75,000-$85,000
