As Assistant Director of Learning & Development (Principal Human Resources Specialist), you will manage the new Learning & Development Team and assist in the unit’s startup, strategy and operations, including people, processes, learning platform, and the design, development and evaluation of learning programs. You will assist in the planning and direction of priorities, and when needed, shift them to support the organizational strategy. As a collaborator and relationship builder in this role, you will consult with agency stakeholders to analyze how learning can help create positive outcomes for the organization and its people.
Full Time | Monday-Friday, 1st shift, 40 hours per week position.
However, work schedule flexibility is required in order to meet the demands of the job. Work location, 450 Columbus Blvd., Hartford, CT 06103.

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE
Eight (8) years of professional experience in human resources management.
MINIMUM QUALIFICATIONS – SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the full working level in human resources management.
For state employees, this is interpreted at or above the level of Human Resources Specialist or Human Resources Generalist 2.
MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
2. A Master’s degree in human resources management, labor relations, business administration, public administration, or closely related field may be substituted for one (1) additional year of the General Experience.
3. A law degree may be substituted for two (2) additional years of the General Experience.
Instructional design using ADDIE (Analysis, Design, Development, Implementation, and Evaluation) learning methodology and agile development processes.
Implementing and redesigning blended learning curricula to support business strategy and transformation including rollouts, onboarding, compliance, DEI (diversity, equity and inclusion), and leadership skills.
Administering a learning management platform including content management, reporting, and promoting the platform to engage learners.
Consulting with leadership, subject-matter-experts and other stakeholders to analyze and recommend learning solutions that drive improvements in performance and business results, or prior experience as a performance consultant.
Facilitation, presentation and engagement strategies with a variety of audiences, both onsite and virtually.
