The Human Resources Manager is responsible for the personnel, employee benefit, and staff records functions within the company. Serves as records coordinator with regard to personnel files, ensuring all certifications, physicals, and other documentation is up to date.
Job Duties and Responsibilities:
*Develops centralized recruitment and selection strategy and follows through to the hire process.
*Ensures recruitment efforts are coordinated with appropriate managers. Ensures recruitment efforts meet all Federal and State laws.
*Develops and oversees recordkeeping program that provides clear and accurate systems for employment, benefits and salary administration.
*Oversees Workers’ Compensation Program, Processes all workers’ compensation issues in efficient and timely manner and maintains records of incidents. Reports on injuries to Senior Management as requested.
*Provides counseling and guidance to management to enable them to deal more effectively with personnel problems.
*Effectively applies company policy to unemployment compensation issues to ensure compliance with labor issues. Oversees Unemployment Compensation and attends hearings as necessary.
*Develops, implements, revises, maintains, and ensures uniform application of HR policies and procedures for recruitment, employment training, retention, etc. Consults with Corporate HR to ensure policies comply with Federal and State laws. Communicates policies and procedures to staff.
*Administers benefits policies to all employees, consistent with UHS Corporate and SBH policy.
*Develops, implements and maintains an effective system of employee relations and communications.
*Oversees maintenance and communication of records required by law or local governing bodies, or other departments in the organization.
*Serves as SBH EEO coordinator. Maintains and updates annual Affirmative Action Plan in conjunction with UHS and or outside legal counsel.
*In conjunction with CEO and CFO, ensures all positions are in compliance with fiscal goals.
*Ensures staff is competent to perform specific job functions and that competence is documented in a timely manner.
*Ensures all job offers are expedited timely and that all new employees are included in payroll system.
*Establishes and maintains a current and complete HR file on each employee that is consistent with Federal, State, TJC, DPH and other regulatory requirements.
*Ensures current and accurate information is maintained on all benefit programs.
*Develops, implements and maintains the regular performance appraisal systems, to include updating forms and creating new forms as needed, communicating with supervisors regarding timely evaluation completion.
*Establishes and maintains a system of job related disciplinary process for all staff.
*Acts as an employee advocate when appropriate.
*Reviews legal trends to assess changes in labor law. Maintains knowledge of current CT law and changes, implementing changes to policies and procedures as appropriate.
*Maintains salary administration program to ensure it is current and competitive, utilizing job analysis, salary surveys, etc. Ensures employees are paid fairly and equitably.
*Ensures all data is entered in HRIS system on employees in a timely fashion as needed, to ensure payroll accuracy.
*Function as facility recruiter, performing activities to include utilization of applicant tracking system for job posting, applicant screening and forwarding to hiring managers, preparing offer letters, electronic onboarding and i9Advantage. Additional duties include background checking (criminal, MVR, education, licensure verification, drug testing), obtaining references.
Working knowledge of Federal and State employment law, state workers’ compensation law, Section 125 benefits rules and administration. Prior employee relations experience. Knowledge and skills to conduct investigations and capacity to perform all responsibilities in an impartial manner. Knowledge of office procedures including computer skills, typing, and office machinery. Literate in Microsoft Office (Word, Excel, PowerPoint and Outlook).
