The State of Connecticut, Department of Administrative Services (DAS), is seeking to fill two (2) anticipated Principal Human Resources Specialist positions to serve as Workers’ Compensation Pod Leaders within the centralized Human Resources Workers’ Compensation Program. These roles support a hybrid work schedule and provide operational leadership for a high volume, complex caseload across multiple agencies.

THE ROLE

In this role, you will lead a Workers’ Compensation team responsible for the end-to-end management of employee injury claims. You will use supervisory skills to provide guidance, oversight, and technical expertise to ensure timely and compliant claim handling, effective coordination with the State’s Third-Party Administrator, and consistent return to work practices. The successful candidate will be committed to supporting injured employees throughout the claims process, helping them navigate their recovery and return to work in a fair, efficient, and compassionate manner.

This position plays a key role in maintaining statutory compliance, promoting safe and efficient return to work outcomes, engaging with labor and agency partners, and ensuring accurate and consistent execution of Workers’ Compensation operations across the State.

POSITION HIGHLIGHTS

  • Monday – Friday
  • Full-time (40 hours per week)
  • First shift (8 hours per day)
  • Location: Hartford, CT
  • Hybrid position (telework and in office)

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE

Eight (8) years of professional experience in human resources management or equal employment opportunity/affirmative action or labor relations management.

MINIMUM QUALIFICATIONS – SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the full working level in human resources management or equal employment opportunity/affirmative action or labor relations management.

NOTE: For state employees this experience is interpreted at the level of a Human Resources Specialist, Human Resources Generalist 2, or Equal Employment Opportunity Specialist 2.

MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED 

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in human resources management, labor relations, business administration, public administration, or a closely related field may be substituted for one (1) additional year of the General Experience.
  • A law degree may be substituted for two (2) additional years of the General Experience.
  • For state employees one (1) year as a Human Resources Specialist, Human Resources Generalist 2, or Equal Employment Opportunity Specialist 2 may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience interpreting statutes or regulations to make Workers’ Compensation case management recommendations
  • Experience leading coordination with stakeholders to resolve Workers’ Compensation issues
  • Experience analyzing workflows to improve efficiency, accuracy, and overall performance
  • Experience training multi-level staff on Workers’ Compensation processes
  • Experience using Workers’ Compensation data or trend analysis to inform operational decisions

SPECIAL REQUIREMENTS 

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to travel.
